You could use a bit more RAM to speed it up a bit; however, there are probably 
some changes in the Windows registry that would make the biggest difference.

accurate picture when doing the download tests, use the Java test if you can 
and try all the different servers that you can use.  One other thing, 
firewalls and antivirus programs can slow down your connection significantly.  
You might want to consider disabling them just long enough to do the tests. 
(I would not recommend disabling them in general, though.)

Sometimes the closest server doesn't work quite right or is running slow or 
some other factor affects the speed.  Last night, the Dallas server was 
giving me the fastest download speeds.  Other times that I've tried, servers 
in San Francisco or the Silicon Valley have given me the fastest download 
speeds.  The server in Los Angeles is the closest one to me and has never 
given me a good download speed.

Anyway, if you take a good look around the dslreports.com website, you'll get 
a pretty good idea of what you need to do to improve your speed and tell if 
you're getting the bandwidth that you're paying for.
