[Ldsoss] Query re Program to Determine Speed/Bandwidth

I am getting a consistent 486 MPS dowload when im
paying for 7 MPS.    Does distance from the test
server make a difference?   I am trying to figure this
out because I do not want to keep this upgraded
service if i am not getting what i pay for.  And I
have 29 days left to cancel.
