I am both the ward and stake admin for my ward/stake... I created
"role" email accounts that are posted on the "world readable" pages.
Like you I get a few emails a month (especially in the summer) about
folks looking for their new ward or trying to find someone in our stake.

Yes, I would agree but would encourage the latter. This would help
members in making contact with the leadership of the new ward they are
moving into. However, I would recommend that it be "spambot" proof
(e.g. add a "type in the letters you seen in the box" field). I would
hate to see my bishop getting a bunch of emails from some over zealous
member wanting to tell the LDS world about his latest MLM venture.
