[Ldsoss] Emergency Preparedness

I finally released a new version of my Emergency Preparedness Software which
supports maps.

It imports data from MLS and will allow the user to store information about
ward members which may be useful in an emergency.  You can see where
everyone lives on the map.  I've included data for an imaginary cartoon ward
if you want to download it and play with it.
