I have a program that reads those CSV files and creates a variety of 
reports, including some customized HT/VT reports:

As you mentioned, there currently isn't a way to import any edits.

Personally, I'm not sure the current CSV file would be helpful to the 
typical HT/VT supervisor.  If we could import, I would probably write 
a utility to help supervisors edit their assignments.
