I believe that special permissions are normally received from Church
Headquarters for Stake Conferences to broadcast the services, since
otherwise there might not be another way for the whole Stake to
participate. I know we once had Elder Eyring come to a Stake
Conference and they were not allowed to record the services, but they
could broadcast it to other buildings.
