I would suggest this be done in any case...   There may be non-LDS OSS 
developers that may want to work on this project as well.   Having the 
perception of being a LDS only project would make kill it's success, 
IMO, except for councils that are primarily LDS.   If you haven't live 
outside of Utah you should try it sometime. :)
