Recently, the DoD released a report
(http://www.acq.osd.mil/actd/articles/OTDRoadmapFinal.pdf) regarding "Open
Technology Development" and its use within the military.  It's pretty
interesting and is relevant to anyone who is trying to manage a software
development cycle and integrate Open Technology into the process.
