It worked for me, but the coordinates were not accurate. Several parallel streets were combined and other points were completely out of place. All points were mis-aligned with the streets.
I did something like this using Google Earth. I transformed a list of addresses to coordinates using a service on the web, then I manually created the KML file merging the ward list. The other service was more accurate, but still not aligned perfectly, on the E/W axis. I think that is G.E.'s fault though. Their own data is inconsistent between the images and street info. I don't think that they have corrected the nadir (elongation) effects for most of the images.
I have been wondering what the geocodes were, and if they were actual Lat and Lon. If so what format, decimal?
